4. DOE/HQ Update - Antonio Ruiz
Antonio provided an update.  DOE HQ budget prioritization was completed.  An additional line item was added to DOE’s request for analysis.  Ongoing 2009 activities will be aligned with the highest priorities to bring the project to proper closure.  2009 money will extend to 2010 to enable existing contracts and work to continue through closure.  Fuel Quality is a high priority.  Scheduled workshops will continue, and pending funding opportunities, there may be others.

The budget request means:  For 2010, the congressional marks may change things drastically; we have to work on plans for no budget that is supported by DOE, realizing things may change, and be ready to implement changes as they come.

Antonio attended GTR meeting last week in China.  The implication of work in the US, while other countries have regulations for fuel cell vehicles, the US is looking at the GTRs for adoption for fuel cell vehicles.  The meeting was promising, and it looks like things are moving along nicely.  Technical experts have been aligned with work ongoing with SAE, OEMs, and national labs.

Mike Steele (GM): Requested more information on the Request for Information for combined heat and power.

Antonio: The intent is seeking solid input from industry for which direction the program should focus on for FY2010.

5. California Hydrogen Standards - John Mough
No update

6. Hydrogen Industry Panel on Codes (HIPOC) Activities
Mark Richards provided an update. There is an in person meeting in Chicago next week. HIPOC submitted NFPA 2 comments last Friday. The current effort is on ICC proposals. Modifications to the submittals will likely be made as they are discussed. Other items of discussions included fuel cell fork lift fueling.

7. NFPA Activities - Marty Gresho / Paul May
Marty Gresho provided an updated on NFPA2.  NFPA 2 public proposal process has closed; approximately 60 proposals were submitted.  They are primarily editorial, but not a lot of significant technical issues to be addressed.

ROP meeting will be August 17-21st.  Given the low number of proposals, the meeting will likely be shortened.

NFPA 55 is now a consensus document and due out for publication by fall; it is important because it contains bulk H2 separation distances.

The NFPA 52 NITMAM will be heard at the meeting in Chicago on June 11th.  The motion is an attempt to overrule the decision to not be consistent with NFPA 55.  HIPOC will support the motion.

Paul May added that if the NITMAM fails, and the table continues to disagree with NFPA 52, it will be handled with a band-aid that points to NFPA 55.

Robert Wichert – NFPA 853 went through report on comments with ease.  There was one committee comment received at the meeting and the vote has closed.  The final committee decision should be available soon.

Paul May suggested that any issues be included in an ROP meeting in August.

Jim Ohi provided an update on Fuel Quality activities.

There was a group meeting on Tuesday evening during the Annual Merit Review in Washington, DC.

They reviewed latest FC Testing results in preparation for June meeting.

JHFQTF conference call will be tomorrow and will cover continued preparation for the June meeting.  Focus is on contaminates of NH3, CO, Sulfur compounds for testing at labs – common MEAs from Gore will be provided through NREL.  Combination testing will also be conducted.

ISO TC197 WG12 will meet in Vancouver on June 17th and 18th – FC Testing, Instrumentation, and FC Modeling work will be discussed in preparation for the Draft International Standard due this fall.  We will present our approach for getting a draft international standard draft by end of FY09.  This will identify critical tests required to finalize DIS.  ANL continues modeling, for example anode gas recycling, to support DIS.

11. Report on ISO/TC197 Activities – Glenn Scheffler / Jill Thompson

ANSI-Accredited U.S. TAG for ISO/TC 197, Hydrogen technologies

• Currently out for vote
• ISO/CD 17268, Compressed hydrogen land vehicle fueling connection devices
  U.S. TAG comments were due on May 5, 2009.
  During the U.S. TAG webconference on Monday, May 18, the consensus position was to vote “Disapproved.”  Jill will be submitting this vote.
  This ballot ends on June 16, 2009.

12. NIST Activities – Juana Williams
The next WG teleconference is June 17th to discuss code and if it addressed wholesale and retail applications.

14. SAE Activities – Mike Steele / Glenn Scheffler
Mike Steele provided an update.  The May meetings have been cancelled.  The next scheduled meetings are the week of 13 July 2009.  Attendance will likely be light with OEM travel restrictions.  They plan to update the group on the FQ work in ISO.


15. ASTM D.03 Activities -- Jackie Birdsall
Jackie Button provided an update for D03.14: The test method for determination of total hydrocarbons went to ballot May 4th    — it has not closed yet.  The next D03.14 meeting is June 22 in Norfolk, Va.  Also her name has changed to Jackie Button.


16. NHA Activities – Karen Hall / Geoff Bromaghim
Karen Hall: The NHA is working with the Partnership for Advancing the Transition to Hydrogen (PATH).  There will be a 1/2 day Codes & Standards workshop in India in August at the World Hydrogen Technologies Convention: www.whtc2009.org/whtc2009

17. Report on USFCC Codes & Standards Priorities for 2009 – Sondra Ullman
Sondra Ullman provided an update.  The USFCC Codes and Standards Priority Matrix has remained essentially the same.
