6 Report on Hydrogen Industry Panel on Codes (HIPOC) Activities - Darren Meyers/Tom Joseph
Marty Gresho briefed on the first formal in-person meeting. Changes relative to separation distances were addressed. Consensus among members was reached w/out a forum. The group present agreed on what is to be believed as a technically sound review and approach. A second in-person meeting will be scheduled for early 2009. NFPA 55 referred to for bulk storage to over 400 scf. Discussion included proposing rather simple separation distances for the dispensers. ICC staff is writing up the proposals for the next telecom in early December. See HIPOC minutes for complete details.
NFPA 2 voted in early Oct to slip cycle for 6 months. Early Mar 2009 for public review and comments on track for a Spring release of the doc.
Paul Buehler reports that documents have received net maps so that they may go to the floor.
7 Report on NFPA Activities – Paul May
Paul May reported NFPA 2 still on schedule for 2010 revision cycle. A detailed Table of Contents (TOC) is expected to be released to the public. This gives the Technical Committee time to flesh out details while public can propose requirements.
8 Report on Planning for Next DOE/NREL/NASFM Workshop on Permitting HFS Projects and Telecommunications Projects Using Fuel Cells for Backup Power – Carl Rivkin
No updates, the number will increase in 2009 as well as the scope to include other fuels in addition to hydrogen, but still keep it focused. Continuing to receive positive feedback.

11 Opportunity for CDOs and SDOs to Report on Their Activities
a. Report on NIST activities – Juana Williams
U.S. National Work Group (USNWG)
The next meeting of the USNWG for the Development of Commercial Hydrogen Measurement Standards is December 2-4, 2008. Future meeting schedules will be posted at http://www.nist.gov/owm or http://ts.nist.gov/WeightsAndMeasures/index.cfm, then click on "Developing Commercial Hydrogen Measurement Standards." Micro Motion, Inc. will host the upcoming meeting at its Boulder, CO facility. On December 4th, the USNWG will tour NIST Boulder from 1:00 p.m. - 2:30 p.m. to observe the cryogenic flow facility and the ongoing work on thermal conductivity measurement and density metrology. The December meeting is an opportunity for the USNWG to discuss draft proposals for legal metrology requirements (that apply to hydrogen- refueling equipment, fuel quality, and method of sale) before the drafts are introduced at the January 2009 Interim Meeting of the National Conference on Weights and Measures Inc. (http://www.ncwm.net).
The establishment of proper test methods is key to instilling confidence in commercial measurements in this sector of the hydrogen economy. Consequently, the USNWG recommended that work be carried out simultaneously to develop equipment standards and test procedures.
The hydrogen and weights and measures communities provided only a limited response to the USNWG's request for test procedures and types of equipment that are currently in use to verify the performance of hydrogen refueling equipment. The USNWG must now move forward with existing input from stakeholders to establish minimum specifications for standards, suitable laboratory and field test procedures, and guidelines on the uncertainties associated with test procedures such as gravimetric, volumetric, and master meter test methods.
NIST Weights and Measures Division-Legal Metrology Devices Group and Process Measurements Division-Fluid Metrology Group will collaborate to make a preliminary assessment of the uncertainties associated with each test method. A matrix will be drafted outlining the pros and cons of each test method, and will include the next steps for establishing guidelines on test procedures. A draft matrix will be available at the December 2008 USNWG meeting.
