4 DOE/HQ Update – Antonio Ruiz

• International program abstract deadline passed, but papers can still be submitted.
• Workshops include wind and solar
• Hydrogen odorants solicitation coming
• Solicitation – sensor solicitation will be released
• Adding vehicle technology areas – batteries, ethanol dispensers, biofuels, gap analysis coming
• Working with PNNL and Hammer and CaFCP to put together a course for first responders using a fuel cell vehicle “prop”. Getting course with classroom component and hands-on release scenario – 1st pilot run next month – idea is to bring in OEMs and industry folks for feedback before launch – launch to 1st responders within a few months. Prop is mobile to educate code officials in different regions of the country. State of Washington.

5 California Hydrogen Standards - John Mough/Gary Castro
Leslie Goodbody from California Air Resource Board reported that the quality standard is done – still working on measurement standard. Chad Blake to call to get update for next time.

6 Hydrogen Industry Panel on Codes (HIPOC) Activities - Darren Meyers/Tom Joseph
Marty Gresho – HIPOC deliberated on code proposals for definition of bulk storage; how to include separation distance tables from NFPA 55- preferably be reference, - in-person meeting at NHA conference; HIPOC membership is open for reauthorization – new members being sought.


7 NFPA Activities – Paul May/Marty Gresho
Marty – The NFPA 2 committee is working very hard to put final touches on this extract document to get all the hydrogen requirements in one location – finishing essentially during February – voting February 24th on whether to issue document for public review on or about March 11 – The request for public proposals will run through May.

NHA to include link in March HFCSR.

NFPA 52 and 55 have received Notices for Intent to Make a Motion (NITMAMS) – June 8-11 meeting, issues and documents pending – earliest mid August publishing. Paul to send to include NITMAMs. Note: Immediately following the meeting, Paul e-mailed the document to members of the committee. 9 IEC/TC105 Activities - Kelvin Hecht
WG1 Terminology document received a number of comments  - hope to have document finalized by end of year.

WG3 will be meeting in Ft Lauderdale next week, and will be well represented internationally.

WG4- a draft of a 2nd edition for FC performance posted, comments due to USTAG by April 15.

New work proposal put forth by JEMA.  US has until early March to comment – need to know if the US wants to support this activity, and is there anyone who would like to sit as an expert – would be done by WG4 if it goes forward.  If you have any feelings on this issue, please respond with your input.

10 ISO/TC197 Activities – Glenn Scheffler/Jill Thompson  
Currently out for vote: ISO/DIS 26142, Hydrogen detector

Proposed U.S. comments were submitted by members of the TAG, and a webconference to review these comments was held on 20 January 2009.
A second webconference has been scheduled for Friday, 6 February 2009, from 12:00 PM to 2:00 PM to complete the review of the comments.

The ballot concludes 15 February 2009.

11 NIST Activities - Juanna Williams

1. International Standards-OIML R 139 Comments Due
   This is just a reminder about the March 1, 2009 deadline for comments on the International Organization on Legal Metrology model regulation R 139 for "Compressed gaseous fuel measuring systems for vehicles." Stakeholder input is needed to establish a U.S. position on this document. This document corresponds to the draft NIST Handbook 44 Hydrogen Gas Measuring Devices Code under development by the USNWG. 2. NIST Hydrogen Web Page
   NIST has a hydrogen web page that includes links to research and other projects currently underway. The web page links connect to information on the USNWG, chemical and physical property data, fuel cell links, ongoing projects, etc. The web site is available at www.nist.gov/hydrogen or www.nist.gov/public_affairs/hydrogen.htm.


3. U.S. National Work Group (USNWG) for the Development of Commercial Hydrogen Measurement Standards
   The USNWG met by tele/webconference on January 30th. The USNWG will hold a tele/webconference meeting on February 24, 2009, 1:00 p.m. through 4:00 p.m. (EST). The next USNWG in-person meeting is at the CaFCP, Sacramento, CA on April 28-30, 2009.
   
   
   1. Device Requirements
      The USNWG will consider a proposed requirement for the location of required marking information and revisit minimum measured quantity requirements at its upcoming February 24th meeting.
      
   2. Fuel Quality Specification
      The USNWG is moving forward with the interim California standard. The USNWG will consider recommendations for changes to the specification as other SDOs reach a consensus on necessary modifications to this requirement.
      
   3. Method of Sale Requirements
      The USNWG made no changes to the proposed requirements. The USNWG plans to revisit the language to consider modifications under development by the SAE 2917 Fuel Quality Task Force. The Task Force has concerns that the proposed requirement for labeling refueling equipment with the percent hydrogen should also include text that references the appropriate fuel quality standard.
   
   
   
4. Report on the January 2009 National Conference on Weights and Measures (NCWM) Interim Meeting
   The NCWM Specifications and Tolerances Committee made the proposed device requirements a developing item. The NCWM Laws and Regulations Committee made the fuel quality specification and method of sale requirements an information item. The USNWG anticipates it will have fully developed proposals ready for a vote and approval of the NCWM in July 2010. This will require an extensive amount of work up through August 2009 in preparation for the 2010 NCWM.

• January meetings were held
• March 17, 18, 19 Next meetings
• J 2578 and J 2579 are going back into revision cycle with ballot this year. Both of these were discussed during the GTR meetings.
  J 2719 will also be revised, but will stay a TIR.
• The group noted the need for an update on GTRs next month, and asked Chad Blake to invite Nha Nguyen.

2. Anthony Amato provided an update on ASME activities via e-mail. B31.12 - Hydrogen Piping & Pipeline Standard will be published in March.
   
   The project team is working on a code case for Fully Wrapped Fiber Reinforced Composite Pressure Vessels with Non-Load Sharing Liners for Gaseous Hydrogen in Stationary Service (up to 15,000 PSI).
