2 Review of Anti-Trust Guidelines - Robert Wichert
Robert Wichert reminded USFCC members of the Council’s antitrust guidelines.

3. Review of/Corrections to Draft Minutes of August 2009 Teleconference Meeting
Several participants had difficulty opening the minutes. Chad Blake resent them during the call, and Karen Hall asked that all corrections be sent to Chad within one week (September 9). Suggested changes would be made, if any. Otherwise the minutes would be deemed to be approved as written. Participants agreed with this approach.

 
4. DOE/HQ Update - Antonio Ruiz / Carl Rivkin
Carl Rivkin provided an update. Several meetings are coming up and Antonio will be directly involved. The French hydrogen safety conference is coming up in September. The Fuel Quality Task Group will meet in Berlin, September 9th through 11th. Hydrogen Safety School at the University of Ulster is also on his agenda. The current budget overview remains unchanged. There will be a short continuing resolution on the 2010 budget. Antonio has used his zero budget and has tried to bring projects to a logical closure where he can. He is working on a “worst case” assumption that there will be no funding, but that the project would release a work product at the end of September.


5. California Hydrogen Standards - John Mough
John Mough provided an update. The situation remains unchanged. ASTM is working on the hydrogen testing specification. The dispenser standard is also being worked.

ARB is supposed to fund 11 hydrogen stations. Four are in progress.


6. Hydrogen Industry Panel on Codes (HIPOC) Activities - Bob Boyd / Glenn Sheffler
Glenn Sheffler provided an update. There was a conference call last week.

7. NFPA Activities - Paul May / Marty Gresho
Paul May provided an update. NFPA 2 Proposals have been delayed. The ballot should go out in mid-September. December 28th is the published date for the ROP. Comment closing is March 5th, 2010.

NFPA 52 is considering slipping cycle to follow NFPA 55 by six months to facilitate absorption of NFPA 55 material into NFPA 52.

The standards council approved extracting the separation table from NFPA 55 into NFPA 52.

9. DOE / NREL Activities - Carl Rivkin / Chris Moen
The International conference on hydrogen safety will be held September 16-18, 2009 At the Congress Palace, AJACCIO - CORSICA, FRANCE. Carl will present an overview of US hydrogen codes and standards. A sensor paper will also be presented. The Hydrogen Quality Task Force is also meeting in September. A comprehensive codes and standards gap analysis is being assembled at NREL for a full spectrum of alternative fuels. A web page is also being assembled for the six fuels:

1. Hydrogen
2. Propane
3. CNG
4. Biodiesel
5. Ethanol
6. Electricity

12. Fuel Cell Forklift Issues -- Aaron Harris
sdfAaron Harris provided an update. A conference call was held to discuss fuel cell fork lift issues. A Fuel Cell Fork Lift Task Force has been established. The next call is scheduled for Tuesday, September 9th, 2009 at 1:00 PM Eastern Time.

Laurie Florence reported that Joseph Musso, the Chair of UL 2267, has agreed to open a task group to work on proposals to improve the section of UL 2267 on fuel storage. Anyone who wants to participate should contact Laurie Florence.


13. NIST Activities – Juana Williams
Juana Williams provided an update. The Workgroup met in Gaithersburg Maryland to consider legal metrology requirements. The Workgroup has agreed to forward their recommendations. Draft 5.0 on legal metrology requirements was developed for the August meeting. Draft 3 of the sale requirements were developed in April. More data will be collected. Diane Lee will collect the data. It is necessary to confirm that there is one viable field verification method available.

NIST continues to attend the meetings to support the work.

The dispenser standards could be finalized by July 2010 for voting. If they pass, they would be published in Handbook 44 in the 2011 version (December 2010).


14. CSA America Activities – Julie Cairns/ Connie Bielawski
Julie Cairns provided an update. Several groups will be meeting at the general meeting. Drafts are to be finalized by the end of the year.


15. SAE Activities – Mike Steele / Glenn Scheffler
Mike Steele and Glenn Sheffler provided an update. SAE Fuel Cell Standards working groups will meet Sept. 14, 15 and 16 in Troy, Michigan. SAE is coordinating this work witth CSA. Localized fire will also be discussed.

17. Report on Draft NHA Codes & Standards Priorities for 2009-01-09 – Karen Hall / Geoff Bromaghim
Karen Hall provided an update. Codes & Standards presentations were made in India. The Indian Bureau of Standardization is involved. One high priority issue was identified: Hydrogen / Natural Gas blends for vehicles. The proceedings will be made available on the PATH website (www.hpath.org) with a link from the Hydrogen and Fuel Cell Safety Report website once they are available.
