MINUTES OF THE MAY 2010 TELECONFERENCE OF THE NATIONAL HYDROGEN AND FUEL CELLS CODES & STANDARDS COORDINATING COMMITTEE

4. DOE/HQ Update – Antonio Ruiz
Antonio provided an update. The SNL workshop went well; we expect an update later in this meeting.

The ISO TC 197 and WHEC meetings are coming up. There are additional associated meetings of importance, including the IPHE codes and standards group. This meeting will be important to promote the harmonization of hydrogen codes and standards. There will also be an international workshop Partnership to Accelerate the Transition to Hydrogen, and the IEA HIA will hold a meeting.

GTR Meeting will be June 15 & 16 in Seoul South Korea. The group is working toward final draft by the end of next year.

Annual Merit Review will be June 7th through 11th in Washington, D.C.

We are in the middle of the Fiscal Year, and the program is on track to meet its goals and plans.

6. California Hydrogen Standards - John Mough/Gary Castro

7. Hydrogen Industry Panel on Codes (HIPOC) Activities - Bob Boyd / Glenn Scheffler
Bob Boyd provided an update. One more issue with a proposal to the fire code in advance of the ICC hearings in Dallas. John Mueller will speak on behalf of HIPOC, and Julie Cairns will speak on behalf of CSA. The proposal will insert language to "listed and approved" for components. HIPOC does not expect any issues with this proposal.


8. NFPA Activities - Paul May/Marty Gresho

Marty Gresho provided an update.

NFPA 2 completed ROC meeting April 23rd at NREL in Golden. Official ballots will be distributed in a few weeks.

NFPA 55 2010 edition is published and available. Proposals for next cycle (fall 2012) will be due November 2010.

NFPA 52 proposals will be due on May 23rd, 2011.


9. ICC Activities - Bruce Johnston
Justin Wiley is present, but has no additional information to add to HIPOC information.  Marty asked when the next ICC cycle (2015) starts.  Justin thinks proposals will be due in June 2012.


10. NREL Activities - Carl Rivkin
Chad provided an update.  The stationary fuel cell codes and standards gap analysis draft is nearing completion pending input from SNL workshop.  There will be a Permitting workshop held in San Francisco with the CaFCP on May 25th.


11. SNL Activities - Dan Dedrick
Dan Dedrick provided an update. There were 3 workshops held at Sandia.

Early Market Activities Workshop – Sondra Ullman will provide a presentation later in the meeting.

There were 3 sessions – Technology, Code Development, and Enabling R&D Activities.

Overall goals were to coordinate codes and standards activities and identify gaps.

DOE Workshop – tank issues, tank R&D activities and opportunities

CSA Activities HPIT 1 Meeting – Josep will provide an update later in the meeting.

14. PNNL Activities - Steve Weiner
Steve Weiner provided an update. WHEC conference will include a Hydrogen Safety Panel presentation. AMR – PNNL will be giving 4 presentations: hydrogen safety panel, incident reporting and best practices, hydrogen first responder training work (2 presentations – 1 in education and 1 in codes and standards). Planning is beginning for next hydrogen safety panel meeting; it will be held at SRNL June 22nd-24th. It will include a review of SRNL hydrogen storage activities. Steve also asked for suggestions for information to cover from PNNL from the group. Robert Wichert requested regular updates on the incidents database. The information can be found at hydrogenincidents.org.


15. IEC/TC105 Activities - Kelvin Hecht
CSA – Sanka will be replacing Connie B. as the IEC TC105 representative.
Josip with CSA verified that he and Sanka will be splitting the duties from Connie.


16. NIST Activities - Juana Williams
Juana provided an update. The USNWG held a web conference on 4/27 to address comments from the US regional weights and measures and the work group comments on legal metrology. The goal is to address the comments prior to NIST National Conference meeting in July. Please send any comments to Juana. The group will hold a meeting on May 25th, 3-4:30 Eastern Time.


17. CSA America Activities - Josip Novkovic
Josip provided the update below.
Josip will be replacing Connie B. for her duties for hydrogen activities. He can provide further information for Sanka and his duties in the next meeting.


18. SAE Activities - Mike Steele/Glenn Scheffler
The next meeting is the week of June 14th. There is no fuel cell safety working group meeting for that week. The interface group will meet, including J2600, J2601, and J2719. There will be no committee meeting. There are teleconferences for J2579 being held every 2-3 weeks and providing updates in preparation for the GTR meeting.


19. ASTM D.03 Activities - Jackie Button
Jackie Button provided the attached update. The next meeting is in June in Kansas City, MO. Jim also added that the group is evaluating a sample concentrating device developed at ANL. The group will move forward with testing the device; it uses an adsorption process to take a sample. Jim also mentioned that ISO TC 197 has asked that more text be added to the current draft international fuel quality standard with regard to ASTM analytical methodologies.

20. NHA Activities - Karen Hall
Karen provided an update. The PATH workshop mentioned by Antonio includes hydrogen industry and will be an opportunity for industry to initiate comments related to codes and standards.

Any information for the safety report should be forwarded to Geoff or Karen.

22. Topical Discussions

Report on Results from CGA’s Annual Meeting - Bob Boyd
Discussion ensued related to the difference of the measurement and specification of Helium. The US has proposed to remove helium from the draft international specification. Currently ISO has not agreed to remove the specification. Bob feels that the update to CGA 4.3 in June is important and is drafting changes that reflect the current drafts in SAE and ISO draft specifications.

Hydrogen Fuel Cell Forklift Trucks and Summary of Sandia Hydrogen Safety, Codes and Standards Workshop - Sondra Ullman

Tom Joseph mentioned that the DOE group should work with the uniform facilities codes (DOD) to interface program work with the DOD Code. Karen also states that ISO TC 197 WG 11 revision will include indoor refueling and the group should approach task group 1.

Jim also provided an update related to work on tanks. The next workshop is planned to be held in China in October. Efforts for end-of-life, PRDs, testing, NDE, and other work on tanks are ongoing, and the workshop was a good follow-up to the topics initiated in Washington, D.C.
