FCHEA Transportation Working Group Activities

The FCHEA Transportation Working Group (TWG) is now meeting monthly. In addition to status updates and a review of the FCHEA Regulatory Matrix, formal reports are provided for task groups for this working group. Once complete, the minutes are posted on the FCHEA Members area of the FCHEA website.

The working group has been discussing the various areas of interest and priority for working group participants, which included deployment of a hydrogen infrastructure, codes, standards and regulations, and how to maximize the effectiveness of the Transportation Working Group with a limited budget.

The TWG is seeking a subject matter expert in piping codes amongst our membership to advance the codes and standards in this area. The Transportation Working Group seeks to be a resource for subject matter expertise required to advance codes and standards. Members who can help in this area are encouraged to contact Karen Hall atkhall@fchea.org.

The Transportation Working Group is also helping to create key messages on the issue of natural gas as a transition strategy for hydrogen.

The next meeting will be held by webinar on Tuesday April 10th. All FCHEA members are welcome to participate. Non-members are welcome to express an interest to Connor Dolan, FCHEA External Affairs Manager, at cdolan@fchea.org

Update on International Fuel Cell Standards

This article provides an update on the recent activities of IEC/TC 105 - the International Electrotechnical Committee responsible for International Standards on fuel cell technologies.

IEC/TS 62282-1 Ed.3 - Terminology
This document was recently approved for publication.

IEC 62282-2 Ed.2 - Fuel Cell Modules
The 2012 revision has been initiated.

IEC 62282-3-100 - Stationary Fuel Cells - Safety
This document was recently approved for publication.

IEC 62282-3-201 Ed.1 - Stationary Fuel Cells - Performance for small fuel cells
A Committee Draft has been posted for vote and comments. Comments are due to the USTAG by May 31, 2012.

The Working Group is scheduled to meet June 2-4 in Frankfurt, Germany.

IEC 62282-3-300 Ed.1 - Stationary Fuel Cells - Installation
This document was recently approved for publication.

IEC 62282-4-100 - Fuel Cell Systems for Forklift Applications
The initial draft is currently under development.

IEC 62282-5-1 Ed. 2 - Portable Fuel Cells
The Committee Draft for Vote has been approved, A Final Draft International Standard will be available for review shortly. 

IEC 62282-6-100 am 1 - Micro Fuel Cells - Safety
The Working Group (8) met in Golden, Colorado in February. There were two negative votes on the amendment which carries US support. WG 8 will address the concerns and comments prior to circulation of a revised document.

IEC 62282-6-200 Ed.2 Micro Fuel Cells - Performance
The Committee Draft for Vote was approved. The Final Draft International Standard will be issued by July 31, 2012.

IEC 62282-6-300 Ed. 2 - Micro Fuel Cells - Interchangeability
The Committee Draft is available for comment. Members of the USTAG are reminded to submit comments by March 23, 2012.

IEC 62282-7-2 - Single Cell Performance Test Methods for Solid Oxide Fuel Cells
Comments on the Committee Draft have been sent to the Technical Committee. The Committee Draft for Vote is expected to be submitted by December 2012.

IEC 62282-3-400 - Small Stationary Fuel Cells with Combined Heat and Power Output
The Working Group met in Sacramento, California in February. The next meeting in Frankfurt July 5-6.

Basic Considerations for Hydrogen Safety

The Second edition of ISO/TR 15916 Basic considerations for the safety of hydrogen systems is in final preparation for review and comment.

This was the only Working Group to meet in conjunction with the Plenary meeting in China. This is an update of the ISO Technical Report on basic hydrogen safety information.

This Technical Report provides guidelines for the use of hydrogen in its gaseous and liquid forms. It identifies the basic safety concerns and risks, and describes the properties of hydrogen that are relevant to safety. 

The Draft Technical Report (DTR) is expected to be available for review and comment shortly. Publication of the Amended Technical Report is expected in November 2012.

New Work Item Proposal

As a member of the United States Technical Advisory Group for ISO/TC 58, FCHEA has been requested to vote on a proposal to develop ISO/TR 10783, Testing methods used for evaluating steels exposed to hydrogen gas - Review of test data [N718]. The TAG would be voting to accept a Preliminary Work item as an active project and to adopt the associated proposed draft TR as a committee draft (CD).

In order to inform the FCHEA vote on this item, please submit your views to Karen Hall at khall@fchea.org by Monday, April 2, 2012, to allow time for obtaining a consensus position before the close of voting.

Any FCHEA members who are not members of the US TAG but who wish to participate in this work should forward their expression of interest and contact information via e-mail so they can be nominated as a U.S. expert on the working group (WG 7). Members of the US TAG can indicate their interest directly through the US TAG. 

U.S. Model Code Update

The ICC Spring Code Development Hearings will take place in Dallas, TX from April 29-May 6, 2012. 

NFPA 2, The NFPA Hydrogen Technologies Code, has been approved for the Fall 2014 Revision Cycle for the 2015 edition. January 4, 2013 is the closing date for Public Input. In reviewing the FCHEA Regulatory Matrix, we noted several of the critical documents have been published recently, and need to be removed from the matrix. In response to an industry request to make information available regarding published documents, including the revision cycle information, Kelvin Hecht agreed to pull together this information and make it readily available atwww.fuelcellstandards.com.

For anyone unfamiliar with this website, it allows the user to identify applicable codes, standards and regulations by application or region. The user can then drill down to gain valuable insight into the status of documents, including the scope, development stage, or publication information.

The addition of the information on revision cycles will make it easier to plan for activities relating to confirming or revising documents that are critical to commercialization efforts.
